There are varying licensing options available to organisations including:

Power Apps Premium is licensed per user and enables users to build, edit and run unlimited applications and unlimited websites for £16.40 per user, per month.
Power Apps per app enables individual users to run one custom app or access one Power Page for a specific business scenario for around £4 per user, per app, per month.
Power Apps pay-as-you-go allows individual users to run applications (one app) without any licenses via an Azure subscription. Organisations are then billed depending on the number of active users per month.

Yes, Power Apps can be accessed on your phone, or tablet and allow you to submit data from within the app with or without the internet.

The Power App will simply store this data until it is reconnected and then automatically push the stored information live.
